EXECUTIVE SUMMARY:
The applicant was discharged for Alcohol Rehabilitation Failure in 2012. With regard to the Narrative Reason
for Separation, the applicant had previously been to outpatient treatment in 2009 for a self-referral. In 2008, the
applicant received the first alcohol incident and Non-Judicial punishment (NJP) for public intoxication at a
local restaurant. Thereafter in 2012, the applicant was cited for driving under the influence. The applicant was
then documented for the second alcohol incident, successfully completed a treatment program, and then
recommended for discharge. After the command’s notification for Discharge, the applicant provided a
statement to state the desire to remain in the service.
On the equity standard, the board referred to ALCOAST 125/10 to make a recommendation on the Narrative
Reason (NR) for his separation. The Board notes most or all separations occurring after said ALCOAST to the
present, only issue a JPD (SPD) code when the member is unable to complete outpatient treatment, an objection
or refusal for treatment altogether, or a relapse after a direct order of alcohol abstinence is documented as a
condition of employment for the remainder of their career. None of these actions occurred in this case.
Therefore, the Board recommends that the NR be amended to: Separation for Miscellaneous/General Reasons
with a Separation Type of: (Unsuitability) Alcohol Abuse. The recommended SPD code is JND.
Propriety: Discharge was proper.
Equity: Discharge was NOT equitable.
